March 26-27, 2015, International conference and workshop “Public-Private Partnership in the Fight against Corruption”

The conference was organised by The Chamber of Commerce and Industry of the Russian Federation, United Nations Office on Drugs and Crime (UNODC), International Anti-Corruption Academy (IACA), with the support of the Institute of Legislation and Comparative Law under the Government of the Russian Federation and World Trade Center. IBLF assisted the Chamber of Commerce and Industry of the Russian Federation with the conference concept and programme development.

The conference participants drew up the guidance for the 7th Session of the UN Convention Against Corruption to be held in Moscow in November, 2015. Over 200 participants attended at the conference and foreign experts among them.

Sergey Katyrin, President of the Chamber of Commerce and Industry, Yury Fedotov, Executive Director of the United Nation Office on Drugs and Crime (UNODC), Martin Kreutner, Dean and Executive Secretary of IACA addressed the audience with welcome speeches.

On the 26th of March, the representatives of government and business spoke at the Plenary session. In particular, Andrei Bugrov, Deputy General Director of Norilsk Nickel, member of Advisory Board of the Presidential Council for Countering Corruption and Chairman of the B20 Task Force on Improving Transparency and Anti-corruption in 2013, told about the Task Force actions within B20 and the areas of partnership between government and business in anti-corruption set up by the Task Force.

On the 27th of March, two sessions took place: Anti-Corruption in Public Procurement (moderated by Gennady Degtev, Head of the Moscow Department for Competition Policy; Alexander Yastrib, Chairman of the Public Procurement Committee of the Chamber of Commerce and Industry and 1st Deputy President and Chairman of the Board, Bank of Moscow; Candice Welsch, Chief, Implementation Support Section Corruption and Economic Crime Branch Division for Treaty Affairs UN Office on Drugs and Crime), and Balance of Measures of Responsibility and Incentives for Encouragement of Honesty and Integrity in the Private Sector (moderated by Anatoly Vyborny, State Duma Deputy and Chairman of the Business Security Committee of the Chamber of Commerce and Industry; Vladimir Balakin, Head of the National Compliance Association; Elizabeth Taeub, Policy Advisor at IACA).

During the Anti-Corruption in Public Procurement session Boris Tkachenko, Head of IBLF Russia and Chairman of the Working Group on Corporate Procurement Practices (Federal Law no. 223) at Moscow Public Council on Competition, presented a report “The Areas of Improvement of Procurement Procedure at Publicly Owned Companies” and told about the outcomes of the research on procurement practices at leading publicly owned companies in Moscow coming within the provisions of the Federal Law No. 223 and recommendations on procurement procedures at publicly owned companies.
