Municipal Standard Procurement Contracts under development

Due to the involvement of IBLF partners in streamlining the process of public procurement, the Moscow Government has made significant advance in drafting new procedures of developing standard contracts for the city. As a result of several meetings of public authorities, business entities and non-commercial organizations, a certain progress was made in coordinating the terms and conditions of a standard maintenance service contract for medical products. Some inconsistencies that were bothering business have been removed from the document. The updated version of a state maintenance service contract for medical products is expected to replace the existing one in the nearest future.  
In the course of elaborating the state maintenance service contract for medical products, the representatives of the companies and the public officials, including representatives of Moscow City Department of Healthcare, Moscow Tender Committee, State Unitary Enterprise Gormedtekhnika, Moscow City Department for Social Security, have arrived at the conclusion that the notions “maintenance” and “repair” should be separated, and, accordingly, a separate contract for repairs of medical products must be worked out.
The representatives of the companies provided their colleagues with a number of versions of a contract for repairs. In response, Moscow City Department of Healthcare proposed a new approach to conclusion of a state contract for repairs of medical products. The Tender Committee held preliminary negotiations with the Federal Antimonopoly Service and obtained its material consent to developing public procurement procedures in the sphere of repairs. Thereafter, the parties started deliberations on the state contract for repairs of medical products proposed by the Moscow City Department of Healthcare.



For reference: Moscow City Department for Competition Policy in cooperation with the Civic Council for Fostering Competition in Moscow and drawing on the initiative of the IBLF Russia, has involved a number of foreign companies in the discussion of standard contracts used in public procurement.   These include GE Healthcare, Siemens, Philips. The Russian business is represented by such companies as Cardiomed, M.K. Aseptica, Alcon and State Unitary Enterprise Gormedtekhnika. The customer is represented by officials from Moscow City Department of Healthcare and Moscow City Department for Social Security,
According to the Government of Moscow, the ongoing negotiations demonstrate the efficiency of this format for elaborating standard contracts for the city.
